The Directives Ruling EPR
Extended Producers Responsibility or EPR can be defined as Environment Protection Responsibility (EPR) that extends the responsibility of manufacturers outside the factory entrances to their product end-of-life management once discarded by the end user. EPR Certificate is awarded to these manufacturers for adhering to the rules.
The WEEE Directive
The concept of Extended Producers’ Responsibility was officially introduced for the European Union upon implementation of WEEE Directive (Waste Electrical & Electronic Equipment Directive) in the year 2006 for the regulation of movement of EEE’s end of life. As per this concept, all producers and/or importers are accountable for taking back the products from the consumer towards the end of life product or when the user is ready to dispose it off.
The Advance Recycling Fee (ARF)
In order to get relief from obligation of taking the product back and to meet expenditures associated with the following, the directive is also implemented on Advance Recycling Fee (ARF):
- Logistic
- Recycling of hazardous substances
- Disposal of hazardous substances
According to this rule, the producers are entitled to accumulate products from the customers at the time of sale. The collected Advance Recycling Fee may be reserved to meet above obligations on the behalf of the producers / importers. This is also applicable if collection is done on their own or via a third party logistic.
Under such circumstances, the end of life product is sent to the certified recyclers with an aim of environment friendly disposal according to the norms agreed upon under the above listed directive.
E-Waste Rules 2011for Management & Handling
Under this rule, manufacturers of electronic goods are accountable for establishing a call-center to help end user:
- Contact the producers to get back to their products at the end of life
- Establish collection center
- Take-back points individually or jointly out of their resources to channelize e-waste from end user to Recycler(s)
The manufacturers are also accountable for the disposal of their own waste produced during manufacturing process in agreement with the standards set for ‘Extended Producer Responsibility’. The rule aims at ensuring that e-waste is properly channelized under above system and reaches to the registered recyclers and dismantlers.
